2 memorializing the President and Congress of the United States
3 to take whatever action is necessary to obtain
4 the release of Americans who may be held against their
5 will in North Korea, China, Russia, and Vietnam.

7 WHEREAS, United States satellite and spy plane photos show
8 names and rescue codes of missing servicemen spelled out on the
9 ground in Vietnam and Laos; and
10 WHEREAS, such rescue codes are constructed exactly as the
11 missing men were taught should they ever be captured; and
12 WHEREAS, the executive branch of the United States
13 government has declined to follow the unanimous recommendation
14 of the Senate Select POW/MIA committee to make a by-name request
15 of the government of Vietnam regarding the fate of an individual
16 associated with a June 5, 1992, symbol at a Vietnamese prison;
17 and
18 WHEREAS, the executive branch has steadfastly refused a
19 unanimous recommendation from the same committee to create an
20 imagery review task force to look for other symbols from
21 prisoners; and
22 WHEREAS, intelligence indicates a group of live American
23 prisoners held in North Korea; and
24 WHEREAS,intelligence reports indicate the presence of
25 American POWs held in North Korea, China, Russia, and Vietnam;
26 and
27 WHEREAS, the United States government has rebuffed
28 overtures from Vietnam and North Korea regarding the release of
29 live Americans POWs; NOW, THEREFORE,
30 BE IT RESOLVED by the Legislature of the State of (your state)
31 that it urges the President and the Congress of the United
32 States to take whatever action is necessary to obtain the
33 release of Americans who may be held against their will in North
34 Korea, China, Russia, and Vietnam.
35 BE IT FURTHER RESOLVED that the Secretary of State of the
36 State of (your state) is directed to prepare copies of this
37 memorial and transmit them to the President of the United
38 States, the President and the Secretary of the United States
39 Senate, the Speaker and the Clerk of the United States House of
40 Representatives, and (your state's) Senators and Representatives in
41 Congress.

Dear Mr. (Name);

The 1991-1992 U.S. Senate Select Committee on POW/MIA Affairs recommended unanimously that an imagery task force be created to review all archived satellite and spy plane imagery for signs of possible American POWs.

In 1992 the symbol GX2527 was photographed outside Dong Vai prison in northern Vietnam. This symbol corresponds to the secret authenticator code of my brother, Major Peter Matthes, whose plane was lost on November 24, 1969.

I respectfully request that you and your colleagues submit a resolution to the state legislature, which would urge the President to follow the recommendations of the Senate Select Committee. I have enclosed a copy of a resolution passed in Minnesota by Governor Ventura on April 3, 2000. The Pennsylvania Legislature has also passed a similar resolution.

Those missing soldiers who served their country as well as their families deserve to know the truth.
